So no prepaid cards at all? Aren't some of them linked to metabank or greendot?

None of these work either?

I am under the impression for US Paypal, the only debit card you can withdraw to is a bank issued debit card linked to your bank account for a fee.
other than that, you can withdraw to your bank account.
or if you have a Paypal debit card, you can withdraw from ATM.
There is another Paypal debit card, which would cost you a monthly fee,and is operated by Bankcorp Bank, you buy a card and then apply for a permanent card with SSN and address, they mail you the card and you can link it with your Paypal account and move money back and forth ,but the fee is like 5.95 a month.
or you can get a WMT debit card which cost you 4.95 a month and linked to your Paypal account and move money back and forth, some said it is awfully slow.
my knowledge is not most current, you can find out from Paypal site

To answer your original question more clearly - no there are no prepaid reloadable cards that will work for this purpose.
As was pointed out the only cards that will work are ones associated with a bank account.

OP was asking about reloadable debit cards - not the paypal debit card... (which is useless when it comes to stealth accounts since you need to provide SSN+DOB to even get it)

What a dick. If you are going to practice identity theft at least do it with a stranger.

No,he called his father first and ask for permission,it is not for Paypal or Ebay,it is to earn points.
His father said no,he thinks it is a scam.
His father is a retired executive with a Fortune 500 company.
