this is not the case.
I purchased a branded product recently - not high-end, from one of those sites, paid with pp as usual. The seller sent a famous brand of @@@@ - not the brand i purchased and to top it off they were @@@@ and could have been siezed.
So i contact pp, I got my refund - then got limited on eb immediatly (guess they assumed i was gonna sell that crap i was sent).
2 notes: you can get a PP refund outside eb and be careful what you buy with pp if it's linked to an eb account - THEY DO SHARE INFO. Plus it helps if you use a bank attached cc as pp are aware you can get a chargeback anyway if they say no.
Note: if you are going for a refund or even suspect something is amiss - start the refund process sooner rather than later - gives the seller less time to do their dirty tricks, which won't cost you your anything if you get refunded, but pp wont like it and may decide they dont like where you shop!
Although I have heard that your pp can become limited also if you buy from these sites as they carry lots of risk from chargebacks, reversals etc.
