Default Does this look like a scammer?

Item sold on Mar 31st

Tracking number provided on Apr 13th

Buyer opens dispute on Apr 20th

Buyer's dispute message:
Apr. 19The buyer didn't receive the item
Buyer requested
The item
Comments:
I never received my item. I went to usps with the tracking number and the tracking number wasn’t my package. I’d still like the item but if that’s not going to happen I’d like a refund.
---------------------------------------------------------------
I checked buyer's account, it was registered on Mar 27th 2021, brand new with 0 review.

Tracking show item was delivered on Apr 16th

I asked him to tell us more in details on what is actually going on, and no response ever since then.

yes, but it'll take a few weeks maybe a month for the dispute to expire.

Then it is a case of INAD,not INR,he would be asked to return the item

Yeah, this is the part that looks fishy. Since his explanation is so vague.

I talked to eBay customer support and they said the case would be closed in 2-3 days, am I getting some incorrect information from them?

That doesnt sound right.
And if he does decide to scam you all he has to do is respond and this can drag on for quite some time.

Agent seems like trying to get you off the chat/phone quickly...rarely this is so quickly closed

There is no any way you can prove what you've actually sent to the buyer. eBay will just rob you and close the case.

In my experience.. if the USPS tracking number shows delivery in the correct zip code, any eBay case will be found in your favor if the buyer escalates it for review.

I actually tell my buyers to escalate the case for review by eBay anytime tracking shows delivery in the correct location because I know I'll win the case every time.

If they choose to start an actual chargeback later that would be harder to fight but still winnable since you have a tracking number.

I am getting a lot of those whereas USPS tracking says the item was delivered and they say they didn't get it. A lot of them are postal theft. People drive around stealing out of mailboxes. That is why my mailbox can only be accessed by a key. Some of these are my regulars, so I will reship item but must be reimbursed for shipping. Gotta keep my regulars.

Isn't that such a weird policy! I wonder what their thinking behind it is, because I would be PISSED as a buyer if something was delivered to my town and they told me tough shiit.

The agent is very likely from China as I'm logging in from the eBay.com.hk website.

eBay said they will escalate the case on the 23rd Apri. I'm keeping my fingers crossed. Still no message or update from buyer yet.

For cases like this, nowadays is a 50/50.
I have had cases where I even have a signature confirmation, shown delivered, signed etc etc etc, buyer claimed never received and I still lost.

Basically I have 0 trust when it comes to ebay.

Also whoever said 2-3 days they'll close the case, that's unlikely.

I have a 100% success rate. The seller protection program is straightforward about how it works. As long as tracking shows delivery in the correct zip code during the correct time frame you're going to win. Simple as.

First OP should look at the case he open,is it item not received OR item not as described.
If it is the latter,then OP loses,tracking is meaningless.
There was a time one will order a gold chain from some guy in Pakistan and he shipped with tracking a pair of cheap sunglasses,and the buyer will win the case.

Buyer left this message:
「This was a scam. The tracking number does not match my address or name.」

He finally revealed himself now. What should I do next?
