Unhappy Buyer fraud? Mail fraud? WTF?

I'm thinking of selling some stuff I have laying around my house. I've previously been banned off of eBay and Paypal for manipulating feedback.

Here's the scenario in question:
  • I make a stealth eBay and Paypal account. (I take all the steps to prevent linking with old account)
  • Wait a week or two to start selling
  • Sell a used laptop.
  • Buyer pays via Paypal.
  • I ship laptop.
  • Buyer receives laptop.
  • Buyer says is not as described. Wants refund.
  • Opens Paypal/eBay claim and Paypal/eBay rule in his favor.
  • He returns a rock instead of a laptop.
  • Paypal/eBay issue refund.
  • I lose.

What do I do to prevent this? I've read countless stories where Paypal/eBay usually sides with the buyer no matter what. If I want to report it to higher authorities, like the police, how can I if I'm using ⊗⊗⊗⊗ info with my accounts?!

I feel like eBay and Paypal are against us sellers!!! It's so frustrating! I know all about having delivery confirmation, tracking information, and even insurance, (but it only covers the item if its lost or damaged during actual shipping).

Any help or words of wisdom would really come in handy right about now.

You really can't report it without revealing that you were using ⊗⊗⊗⊗ information.

There ARE buyers out there who will try to scam you. But most people are honest.

Still, it is risk. I don't know of any way to completely eliminate it.

And he really should not report it if he is here trying to work a scam out either.

Why have you two accounts? why are you busy pretending to be
serious_seller and someone else? I'll give you (either of you) the courtesy of sending me a pm within 30 mintues to explain. Or I ban both accounts.
