Managed payments with suspended/limited PayPal account?

If one's PayPal account was limited or suspended would a seller still be able to use managed payments when it is eventually rolled out?

EBay is a separate entity now so it shouldn't make a difference.
A lot of people are looking forward to it rolling out specifically for this reason.

My account was suspended 11 June, after that email keep coming from eBay that they verify my business information and today email came that my account will be activated for managed payments on 23.06.2021!!!!!!!!
Is that possible?
