I use google checkout, fairly new to it, but a buyer requested a refund and cancel the order, it was not shipped yet, but the money went to my account bank as a payout , now how does google refund the buyer, do they refund it back to the buyers credit card?

Google will wait until you add more funds to your account and refund from that. If after a couple days and your account remains in the negative, they will take the funds from your attached bank account for the refund. And yes the money goes back to the buyers credit card.
ok i see but the money from that order was transferred to my bank account, i do not have enough to cover that if google tries to take it out? will google go ahead and put the money back to his credit card anyway and i will have to owe google?
I dont think it works this way... Google wouldn't put themselves in the situation where they need to wait for the money from you. If Google cant refund the money from your account, you will probably lose it.
