These issues must relate to the manner in which the account operated. By that I suspect the method of internet access could have played a role.

With your country not supporting paypal, I do appreciate how difficult it is to attempt to run a business.

Bro i am running a huge busniess for facebook likes, fans, followers... have selling thread on many forums and with amazing reviews, itraders... getting many payments daily .. but using paypal with my own country IP :( as we cant run busniess without Paypal

But now the main problem is i need to RUN my busniess.. how about if i use Proxy ? Like HotSpotShield ... for accessing paypal.. is this safe ? and use VBA to verified it ...

A proxy is a huge problem.
Use VPS instead.
Hiding IPs will only cause further heartache.

Google VPS services for the country you need and go to the 8,9, 10th pages of google - you will need to experiment with this a bit. You dont want to use the common VPS services that everyone else uses and burns.

Isn't VPN used by everybody most of the ips are shared so your bound to get a same ip. Am I right or wrong?

eB and PP have dealt with many users using the same VPN so it's very easy to mass block a set of IPs and have it flagged...which is the case for popular VPN services.
