You can't withdraw from PayPal into Revolut VCC. To withdraw you need to add attach a bank account or Debit card. The names do Not have to match.

The Revolut VCC is only used to verify the PayPal...

@RogerDodger Yes i had the same problem when i tried creating a new PayPal account today. it wouldn't let me click "Create Personal Account". I was using a new phone so i just downloaded the app...
