Firstly why sell high risk items on a new account. You need to build feedbacks and age the account before selling high risk items.

Most likely because it's a new account and ebay's system detects that's it's a device that's unrecognisable ie the user account and IP address has never been used before or is considerably different...

Turn your flash cookies off and change your browser fingerprinting. Also any emails you open ensure you turn the images off.

You've pretty much covered everything but just to be on the safe side...

Yeh it will say something like this bank account is already associated with another PayPal account. Best option is to ring PayPal or use a bank account not used before.

I know over the phone for UK they ask you what your selling, why the increase in limits, how quickly do you dispatch products etc.

The live chat option is great they hardly ask you any of that and...
