Not sure about the Mac user thing but I'm assuming it's similar to separate Windows accounts.

You shouldn't have any problems adding a bank account at any time with a new or old PayPal account.

This is quite a common limitation based on their algorithms. I've gotten around it before by sending a few small safe transactions, waiting a few days and then trying again.
