In my listings...I ask buyers to use the "Other" topic when attempting to contact me for any issues. If they did that, it would avoid a case (sorry request) to be opened.

NJ and California are about the same distance as NY/Seatte, yet it has been working fine without issues for me.

Geolocatoin is not reliable enough for Ebay/PP to use.
