It all depends where your PP is based. US citizens are required to provide EIN/SSN, in UK I believe it is the same. For Canada it is not obligated to provide tax number aka SIN.

Yep, I second that. Had this happen to me many times before. So, it is so unpractical if you are selling low cost items hence sometimes getting an EIN or switching to another country where it is not...

You can call them and say you are having a glitch while trying to add your new bank account. The account becomes glitchy once it is limited, they sometimes temporarily block it.
