A payment issue. I do not think the chat option would work with something like a limitation. But for other "general" questions, it probably will work just fine.

Exactly...personal accounts get access 3 days after delivery (for new accounts or accounts with holds). Business has to wait 21 days. Why? No clue.

You say 7 days, however if it took 72 hours to go from pending to complete, that would've left the LONG weekend and usually banks don't process the deposits on weekends. Yesterday being a banking...

You aren't doing something right then...because if you properly verified your PP account with card and bank account, you won't have any withdrawal limits.

It does this all the time on new accounts. Even if you place bids for low amounts and you are winning 4 auctions, it won't let you bid on a 5th auction. It's a "security measure". New accounts...

I use BOA savings for some accounts and have never had an issue. You might want to make sure theres a balance in there of at least a dollar, even if doing instant verification. It may have...
