I had an account has the same situation 4 months ago with 1.5k monthly withdraw limit, they requested ID, and SSN. There were total 5.7k in that account. I still couldn't figured out what trigger it....

if you don't see any tracking update tomorrow, you can call eBay and have the case closed in your favor. If the buyer leaves a Negative feedback it will be removed.
