Sounds like a hit and run, not possible, your paypal account will be limited before ebay account does, all sales will still go through but money will be stuck in paypal until limitation is removed

There is no seller protection for digital goods, if the buyer files a unauthorized transaction with there card issuer then there is little you can do about it, also if the buyer uses guest checkout...
