Try creating the account with a REAL IP ADDRESS, or residential/mobile proxies instead.

I suggest when you list your very first item, use a REAL IP address, and not from a VPN datacenter IP.

i believe it's only 30minutes per sticky session. That's why he advised you to use the same ISP, since it's just normal to have a new IP address but keeping the same ISP makes it more reliable.

upload a pdf file stating that you are not selling physical items/products, instead you are rendering services. So there's no need to send the Invoices from Suppliers.
