Better create with original IP. And then move to a VPN. Since creating accs with VPNs can flag your accs. (In some cases, not all of them)

There are many IPs providers. However, they are recommended since they are specialize with eBay IPs. I would not risk an account using a vendor I am not sure about him.

There is no need for custom dropship software. What would be needed is simply a non API software. The factor that flagging is usually the API repricer / lister of the monitor.
