Yes that is right, the bank can be your real name but the ebay can be a different name as long as the ebay name belong to another real person.

Yeah if you put your real details in then it should work, although obviously won't be a stealth account any more.

I've had my monese account for 2 years now with zero issues, it has been connected to several different selling platforms and a paypal in that time, so in my opinion its safe enough.

I think it will be fine. I do it all the time, I make temporary accounts to sell high risk items, don't link a bank account, and then when the Ebay gets suspended I empty the Paypal into my own...
