ID limited is different from a permanent limited they need to verify it’s you do do any transferring of the money.

PAYPAL is US based company,you should be able to link US bank account.
It is a courtesy to US expatriates who open their Paypal account in a foreign country.
But you may need them to help you enter...

yes there is? if you aren't ID verified your account can only receive 2500 eur before they force an ID check down your throat, they can still do this before but if you're in good standings its 2500...

As long as you made new PayPal account with new information and with good IP, CC and Browsing Data you are good to go again. Or simply buy new account from leakall.com or from marketplace

US accounts don't have a 2500 EUR limit before ID is requested but you are asked for SSN/EIN at the 200/20K limit.

Any account that is non-EU and non-US will have no limit like that. Iceland for example has no receiving limit and supports card withdrawals.

Personally I've never had issues adding a bank account on a limited account but I have been hit with asking for ID before.

A way around that is to collectively email executiveoffice@paypal.com...
