I tried many things and only real banks worked so far.
LG cards are still good for CC verification.

Have you tried Australia Post Load and Go Pre-Paid Visa? They have a ccard # as well as a BSB and ACC # attached to them. No ID required to purchase over the counter at Australia Post or online.

You seem to have grasped it pretty well. One thing though about address, when you sign up for ebay they always ask for a residential address, not just a PO box....
