If you have two laptops your best bet is to just take one with you and use it to access to other at home (using teamviewer or Anydesk) and do your paypal activity that way - using your home IP.

Yes. It's possible to withdraw money from PayPal to Visa card. But, your PayPal account needs to verify 100%. It's not important to match Account name.

You will need to provide a Tax ID to continue selling on this account this year. If you can't get a tax ID, that request will go away around the beginning of 2017 and you can start selling again...

Remember that your problem is with paypal not with etsy so you will fine as long as your other paypal account does not have problems.
