Some banks in the US can cater to non-US citizens. You may have to contact them to provide ID by post or e-mail - Harris bank catered to me as a Canadian citizen - might be good to research for...

If you do it properly it works fine. No more than once per account though and obviously not on any new accounts. Also never ever send as gift.

They do different things.

Virtual credit card confirms address for paypal.

Virtual Bank account verifies account ownership for paypal.

Won't work! Because PayPal sends a Text message your phone for the first verification on the other hand eBay allows you to get a automated phone call or text message for it to be validated

Doesn't matter at all, as plumsake mentioned geo-tracking based on ips is not very accurate in the first place. Even my home modem that's in NY sometimes get tracking results of Chicago etc, ebay...
