Yeah.. separate your withdrawal attempts by at least a day. You may need to wait a couple of days before trying again now that you've attempted multiple times on the same day.

Yes, STOP using Google Voice or VOIP phone numbers to create your accounts. They are well known to eBay/PayPal and heavily used/abused.

This might have worked sometime back, but not anymore.

Either way should work. One way isn't more dangerous than the other.

I've had problems recently but I was trying to add a new bank account to a years old PP account. Never got it through.

In terms of opening the account, some have more stringent requirements than others. The best thing to do when it comes to PayPal is to open it in the country you reside in.

ya specially since some of countries dont have requirement like ssn etc so you can easily manage your stealth account unless in us account which require lot of stuff

They're easier to work with in certain regards, but no stronger in terms of how likely you are to be limited if you're breaking the rules.

All Verizon mobile IP's geolocate to New Jersey because that's where Cellco Partnership's IP address blocks are registered.

My accounts based in the US use IP from states hundreds of miles away without issue - keep cookies in place.

If the first account is restored and so does the 2nd one and still is no problem after 24 hours, I'd take the chance and ship the product asap.
Then get a good feedback from customer so your funds...

A large percentage of people use their mobile devices these days. Ebay and paypal are familiar with that and with the various ranges of dynamic IP solutions and as such theyre not a risky way to go.

If you have active phone numbers on each account, occasionally deleting cookies is not a problem but all in all, keep your cookies unless you have a reason to delete them.

Not as long as 1) don't overlap other IP and 2) cookies kept in place.

Can't be super cheap as in..free.
