Your never really going to get a great exchange rate

Another option is to find someone who wants $ but has £ and you swap it with them, but then you incur the PayPal transfer fees

I would say this is pretty standard these days. Latest accounts I created all got the 14 day hold very much sooner, than the accounts created a while ago... some even the same day they were created....

Drag and drop does work but I tend to access specific files that get updated and its just easier to be able to access those files via the sharing function.
