Sadly most Proxies have been blacklisted by Ebay, so it's going to be difficult to say if that Proxy will be fine to use. Honestly, your only choice is to just test it out and pray...a lot.

If your a legit seller, with not more then 5-10% cases and refunds then you should be fine if you withdraw like 50-80% of the amount in paypal.

If you have any transactions that do not work, flags would be raised.

There would always be a risk of being limited if paypal does not like the activity of an account.
