Not all dongles IP changes. I had vodaphone before that didnt change. Did you just purchase this? You can ask for a refund, not sure about the top up though.. I use a Three mobile broadband dongle...

Yes when you signing the agreement between ebay and paypal ( happens when you list your first item) you can choose for ebay to take the fees from entropay card.

Log into paypal and go to the Money section and add the card info there.

It will only show you the card info in entropay once you uploaded a minimum of $20 for the first card.

No you use your real info.
Entropay doesnt share info with ebay/paypal so nothing to worry about.
