There is a difference in the cases, firstly and foremostly, physical evidence, the kid was at the scene, possibly cameras at ATM and victims are claiming in person to local law...

Every SINGLE time i was using those craps paypal sensed it, they told me 2 times in my face the docs are not genuine. they do not even PRINT and SCAN.

Since they were not happy with docs and limited account there was no point in sending same docs again after 180 days expired. Ignore the repeated requests for photo id, if you haven't got photo id...

Never had an issue with them, but it would be wise to proceed with caution and operate accordingly.

One of the biggest plus point with these is they do not show on any credit reports.
