Id start over on a new windows user acct.
Deleting cookies now would accomplish nothing.
Use a solid IP solution on a brand new device and just start operating - slow.

Most banks will allow this (as long as the bank is known to be "stealth" friendly). Alternatively, you could pay with a gift credit card or loaded VCC.

Get data sim cards from three or ee its last 24 months and sure it will deactivate after that so 2 years a quite good time ebay is full on them

If it comes to that, there are ways around that too. With the world economy collapsing I think it would be easy to hire someone for $500/mo to be the front of your eBay business.

The sort of biometric database they would need to get that done would be practically impossible for them to obtain without violating every kind of privacy law out...
