Currently the same as it was with Paypal. Nothing gets reported unless you cross $20k in sales and 200 transactions. It's allegedly changing from 200 to 1 transaction next year so maybe that's why...

It works the opposite. Once you reach 10k eur per year, you are asked to provide your tax id. If you can't provide it - acc locked.

if it is a stealth account it is likely to cause problems down the line. the activation emails would come in even if no ID is uploaded because they are separate from verification

It depends.
If you have enough to cover the refund in future payouts it will come out of a pending payout.
If you don't they will charge your payment source.
