Of what use is an okay ebay if you cannot take money! Payment would also be constantly rejected with error messages shown to buyer each time they tried to checkout.

eB can still be ok even with pp limited but the problem is that using a new pp is not a longterm solution

Now that you know the cause, start fresh by slowing it down. Spread sales amount multiple accounts.

Probably not, but you can't add a new PP or it will be limited too and can't use the old one and most solutions like asking the buyers to send payment to a different address are going to be unwieldy...

Probably not because that happened to me and the eBay was still good. You'll probably have to use a new PayPal though but do NOT directly link it or else it'll get banned. Just use it in the payment...
