I agree. Millions use ebay and hundreds of thousands are probably suspended. So I would say it's very rare to randomly pick a suspended address for stealth.

I have had this happen to the last 3-4 accounts. Prior stealth accounts (~15-20) were either 500/25k or 1000/25k right from the start. I think the issue is with my address or card used to verify...

Many factors dictate your opening selling limit. Among them are:

Type of IP address you are using.
Type of phone number used (very important!)
Country and type of VCC/card on file.

I'm also dropshipping from Amazon. And i always use stock photos anywhere from the internet.
Never had a suspension due to that using of stock photos.
