It really isn't that difficult. Go to the marketplace and send a PM to any of the sellers advertising VCCs. The onus is on you to contact them rather than expecting them to contact you are a result...

You'll just have to choose option 3 on that screen shot of yours and enter a credit card that's how I do it

Just get a preloaded VCC to clear off the fees directly on eBay using the make one off payment method, that would be a lot easier to do.

I would recommend a VM with VPN.

Especially if you have people connecting from different devices/locations.

Set from PayPal the funds as the default method of payment,when you can't pay the fees on eBay through your pp funds is because it try to take it from the VCC of whatever else you have attached

Run them just like you would on a regular computer. Pay attention to IP address and make sure you're using a fresh one in your VM.

Same thing which happens to people using voips. Most likely your number has been used with previous account. Thats why theyre confused - two identities with same phone number.
