When I go on live chat asking what the problem is they tell me some crap about being high risk and refuse to reinstate the account. I've had enough at this point; it wasn't like this a few weeks ago.

You have t o link it to a local bank account ,may be you have a family member who has a Russian Paypal account...

payoneer for 1 time ,bec paypal sending 2 small amount .after few days paypal trying to cashback.
payoneer is not a real bank so poyoneer not working like other banks so paypal wil remove your bank

Stop recommending Bank account for people living outside US!
They have US stealth accs. They don't have Bank accs and address is ⊗⊗⊗⊗ on gaypal!
Why you still recommend bank acc?
