Using eBay as a marketing tool...

I am at the stage now where I want to use eBay as a marketing tool to drive traffic to my website. Firstly you must know something, I have very limited knowledge on the type of website I need and what is 'good value for money'.
I have been quoted near to £8000+ for the all singing, all dancing type website with integration for PayPal payments, marketing etc. Deliverables and Cost

This was the initial quote.
Now, I am looking for an option that can be as effective as what I have been quoted but not as pricey as I'm not stupid and know that they most probably aren't worth anywhere near that amount.
Can anybody push me in the right direction to get a website setup and a company that can really drive traffic and revenue to the site? Potentially the site could be huge and the products that are going on will attract a huge customer base.
All advice is gold to me at the moment so any help is appreciated.
