paypal isn't available in Turkey, and even if it was, you must use US number and US IP, but it doesn't have to be VPS, you can use proxy on a new portable browser.

My friend's account is Canadian, not European account.

I don't know if they also have a limited amount before they ask for ID, but that might be the case.

if you have a friend in the US, ask him to make a new bank account and then you can link it to your paypal and withdraw the money to the bank.

most banks work even with mismatched names.

if you don't wanna try to send a photoshopped ID and can't confirm card or send statement then you can withdraw after 180 days, but you need to link a bank from the same country where your account is...

you don't need residential IP to use the account, just to create the account.

if you're having issues after creating new account, just buy one.
