You'll have the same limit on every eBay site.
Example: You have ebay.com account with 10/500 selling limits, if you'll switch and start selling on ebay.it you'll still have 10/500 limit on there.

You need to use different section that Account Suspensions, select anything else and you'll be able to contact them.

Afaik, it counts in feedback, sales/30 days and sales through rate.
You need selling history, that means it'll take some time, usually 30days after last sale that's enough for them.

You can't just change phone number on the account that's already broken.

Fresh IP address, VPN and Proxy are bad.
I would give it some time browsing, eg. adding items and sellers into watch list, bidding and so on. Take it slowly and it should be fine.

If it's same paypal account, then yes it'll get linked most likely.
Paying fees won't change anything, however, you have to pay the fees if it's on your real name or something, otherwise ebay will...

How long should i leave the account 'alone' with the listing active before posting 'normal' items...

That means your connection is dead most likely.
Or your IP can be in blacklist, but I don't think ebay 'shadow' ban IPs.

Yep you're right, I don't know why it was happening with real sims before (maybe blacklisted somehow, no idea). But it's not happening right now.
