I did the same thing actually. Had to set up stealth paypal account with new name, new phone number, other used laptop and other IP address.

at least know what to do in the future if same thing happens again ...
and paypal resoponded so fast to e-mails to that e-mail directly

visa virtual credit card, tried to also add bank account but still same error message
there are no response to messages from paypal side
no bank account attached to the account

Right now not possible to resolve this problem, because paypal phone lines are closed. I have a account with that problem myself also.
You just have to wait when paypal reopens phone lines.

and then contact them and try again
