with bank account I just had to log into my internet banking from the managed payment page .. I followed the instructions logged in with internet banking details and bingo managed payments happy.

I think most of not all prepaid and virtual cards will not work with Paypal Australia anymore. I have tried a few and none have been accepted.

Australia has very strict banking & financial regulations which are getting stricter. Paypal falls under these regulations perhaps it is not allowed under Aus law to send money the way you are trying...
