I can report that stealth + micropayments work fine, in fact you can move back and forth between micro and normal without drawing any adverse attention, in my experience.

If you are trying to lift the £1900 limit on your account, make sure to (slowly) drain funds from your account before doing so, and pay off any eBay seller fees...
