I found away to fix this issue with a gvoice account but i don't want to post the steps here unless GB makes this private. Just did it today with 2 PP accounts and worked both times for withdrawal...

Ask him what he thinks about doing a chargeback, that way you will know if he paid via cc. If he says he can't because he didn't pay with cc just send him the payment via pp.
