So paypal is demanding (and I have seen this with Credit card companies as well these days) to have the phone IN the name of the account holder, Family plan doesn't count even if last name matches,...

Paypal always first, when you list for your first item to sell they want to see a verified paypal, even if your not going to list but let it age after setting up a seller account a verified PP looks...
