Paypal limited - ebay account is ok

One day i receive a mail from paypal that limits my account because "suspicious activity".
Now usually is not a big problem because was limited before and I manage to lift the limits but now after...

For some ppl this service might work but for me it didn't.They ask me a copy of my id and a copy after my cc because of my country.(Romania).In my case they need extra verification.
