Ive never seen a case of that happening. They arent going to risk an FCRA or FDCPA violation over eBay fees unless the amount is significant. There is a reason the debt collectors dont sue on these...

I did a charge-back on prior fees after they shut down one account. Credit company agreed with me and I got back the fees.

PP most liekly refunded you from their own pockets, or the sellers has had multiple complaints.From experince, paypal does not involve itself with non-ebay disputs other than not received.
