Tax exemption is per state. You have to file them with every states :) (4-5 states doesn't have sale tax)
I think you have to have a real business to apply for the tax exemption license

If you know what are you doing and how Amazon work. With 1 old used desktop you can run 20-30 account easy with out linked or hiccup.

If those lost shipments are FBA items and Amazon shipped them. You don't need to do anything, don't need to file for any claim. They will automatic reimbursement for you in 45 days
