It's legal to sell eBay accounts as part of sale of a business to another business. The seller has to call in and confirm and you will have to submit relevant documents. I know someone who did this...

Amazon does this to cut down on small sellers and scammers. I'm a manufacturer, and I had to pay $500 to ungate my product and had to send in almost $2000 worth of product samples.
