OK so for a purchasing only account that doesn't require any withdrawals, uaccount alone is all I will need? (in combination with matching name + stealth pricinples).

I do have a dynamic IP but isn't the IP pool/ range actually limited and therefore some of them get recycled and could link to my old paypal account? Isn't that why people with dynamic IP...
