Why is static ip a bad thing ? Some vpn services do provide static ip , and it makes sense that paypal/ebay want to see 1 main ip for your account rather than 20 different ip adresses .

They did actually reinstall my paypal , i dont know if that is because i send them an email .

Most probably is because it got linked with another paypal account that was suspicious ( not mine ) ....
