I've been experiencing the same thing at whoer.

Every time I refresh the page, the DNS changes from N/A, to South Africa, to Netherlands, to France, to Brazil, etc. Even for a residential USA...

Paypal requires you to upload photo ID, provide tracking #s, and provide suppliers. Do you provide these for your stealth accounts?

It's a stealth PP, so I can't confirm my info.
When you say "typically," you don't mean for stealth accounts, right?
Every limit I've experienced is PP asking to confirm info (photo ID, etc.).
