You're just going to have to slowly work your up to that. Keep the amounts and the sales total low and slowly build up. Will probably be about 3-6 months from now before you could sell 10 items a day...

Pre sell is always going to be an issue as eBay doesn't allow them outside of 30 days.

iPhones are huge issues. A few questions you should ask:
How old are their accounts?
How many feedback?...

As far as I am concerned you won't get banned from being banned on the other one.

I'm sure they cross reference it but either Venmo or PayPal can ban you any time for any reason they deem...

Just follow the stealth guide to keep everything separated (Fresh IP, new browser, no cookie linking, etc) and you'll be good to go. If it's still working would be nice to have a PP that old.

Yea once you start having payments come in consistently the holds might take place. Better to get the holds right away, the quicker they start the quicker they end.

What are you listing limits? If it's 5/500 then they will ask you every time for verification if you list 5 items.

Use a VCC as others have mentioned. Also going down either route is fine. It's pretty much free to create an account other than a few small investments like time and maybe $50 for things like VPN,...
