You can ignore it, you don't need to pay VAT unless you earn over 80K.

If you are not registered for VAT, just tell Etsy that you are not VAT registered because your turnover doesn't justify...

Yes for me it's a new stealth account, so i don't have the option for Paypal, all payments are by DC. So logging into et*y is the only way to get full address information.
